Europrotocol in Kazakhstan: how to handle an accident without the police

Since 2024 drivers can handle minor accidents themselves via a mobile app. Conditions, limits and a step-by-step guide.

The europrotocol lets you handle a minor accident without calling the police — on your own, via a mobile app. The procedure is administered by the Insurance Payments Guarantee Fund; filing takes up to 15 minutes instead of hours of waiting on the road.

When you can use it

Two vehicles are involved and only the cars are damaged — no people injured. Both drivers hold valid OGPO policies and agree on the circumstances.

The damage does not exceed 100 MCI — 432,500 ₸ in 2026. If the damage is larger or fault is disputed, call the police.

One more condition: both drivers' mobile numbers must be registered in the Mobile Citizens Database.

How to file

Download the Europrotocol app (App Store and Google Play; some banking apps have the feature too), photograph the damage and the scene, fill in the notice and sign it together with the other driver.

The notice goes to the insurer automatically — then you can leave. Per the Fund, payout takes up to 6 days.

What to watch for

Make sure the other driver has a valid OGPO policy — without it the simplified procedure is impossible. Do not leave the scene until filing is complete.

Properly filed minor accidents do not hurt the innocent driver's bonus-malus class — the payout goes on the at-fault driver's policy.
